FOREWORD
DEVELOPMENT OF EXPLOSIVES SAFETY COMPETENCY
An explosive substances or article (ESA) stored chemical energy and is design to
deflagrate or detonate by the application of an intended stimuli to achieve its desire
functional performance. However, ESA can also be ignited or initiated accidently with
sufficient external unwanted stimuli to which could lead to a catastrophic explosive
mishap. Statistics of explosive accidents revealed that numerous of such mishaps have
claimed the lives of more than a thousand people around the world since the turn of the
Millennium. Investigation of explosives mishap shown that 75% of the reported explosive
accident was due to human failure and much of the human failure are attributed to the lack
of competencies, skills and adequate training of the people concerned. Therefore,
developing the explosives safety competency in the Armed Forces and in the civil sector
are crucial to the safety of all ESA related operations.
The Singapore Workplace Safety and Health (WSH) Regulations has an explicit
requirement for duties to be carried out by competent persons. A competent person
defined as “a person who has sufficient training and experience or knowledge as to enable
them to assist in securing compliance, on the part of the employee, with the necessary
safety legislation and maintenance procedures”.
The Singapore WSH Act (Chapter 354A Section 65), WSH (Risk Management)
Regulations has and mandate requirements for carrying out the risk assessment in every
workplace…”the employer, self-employed person and principle shall take all reasonably
practicable steps to eliminate ant foreseeable risk to any person who may be affected by
his undertaking on the workplace”. In the perspective of the UK Health & Safety Executive
(HSE), known as “Reducing Risk, Protecting People (R2P2)”.

The Institute has identified the safety training needs for the explosive sector in
Singapore, the above explosives safety courses were designed and developed in line with
the local statutory requirements and international best practices.
