FOREWORD
In
2003, the Singapore Registrar of Societies approved the formation of the “Institute
of Explosive Engineers (Singapore Branch). IExpE (Singapore Branch) is
affiliated with the Institute of Explosive Engineers in UK, a professional
body of the explosive community in UK and worldwide
IExpE (Singapore Branch) is a non-profit incorporated association
established to serve the explosive community in Singapore. An important
part of our mission is to promote the occupational competency, education
and professional standing of those who work with explosives and the
Institute’s Management Committee had discussed the means to achieve this
mission. One of our immediate action plans is to provide education and
training service to the explosive community in Singapore to ensure the
competency of the individual in their specialised fields of explosives
technology and for the continuing improvement of training standards.
Guarding against catastrophic accidents in the testing, handling,
transportation, storage, use and disposal of explosives requires constant
attention and must be avoided by all possible means. One of the most important requirements is
to know the “hazards of explosives” and have necessary “skill sets” to deal
with them “safely”. In addition, the
revised Singapore Work Place Safety and Health Regulations require a
workplace to carry out a suitable and sufficient risk assessment for all of
their activities. To carry out effective risk assessment in the context of
explosive activities will require a great deal of technical understanding
to identify all hazards and ensure that the risks associate with explosives
are tolerable through putting in place a “Safe Systems of Work”. The “Safe Systems of Work” comprises the
elements include competent workers, adequate supervision, suitable written
work instructions, approve work equipment and adequate & safe work
facilities. The ultimate effort is to ensure that the risks associated are
reduced to ALARP.
The intent of the three Explosives Safety Related Courses, i.e. Storage & handling; transportation &
handling and risk management of activities involving explosives; these
three explosives safety courses cover a wide
spectrum of safety knowledge in storage,
handling, and the transportation of explosives based on the international
best practices and local statutory requirements as well as how explosives
risks can be assessed and effectively managed. So
if you are an employer or employee in this industry and want to learn more
about safety of explosives on the aspect of storage, handling,
transportation and operational risk management, these are the right courses
